    We see them chronologically so that we can understand the background of electronic harassment. It can be said that we are trying to understand the crime from perpetrators\u2019 point of view.<\/span><\/p>\n

The judgement about reliability for each description is left to the readers’ media literacy. For example, a description in Wikipedia<\/em> usually requires its reference.     BEFORE WW2
    \n<\/u><\/strong><\/span>-In 1864, Maxwell formulated the theory of electromagnetic irradiation, [1]\u201cbringing together for the first time electricity, magnetism, and light as different manifestations of the same phenomenon.\u201d<\/span><\/p>\n

    -In 1888, Helz conducted an experiment which proved the existence of electronic magnetic waves.

    \n<\/span>-In 1897 the existence of electrons was verified in an experiment. In the same year the first wireless communication was successfully carried out.

Chemical weapons such as chlorine and mustard gas was also used although the use of them was banned.     1940s (Justifying human experiments for the victory in WW2)<\/u><\/strong><\/span><\/p>\n

    -In 1940, microwave radar with a magnetron was developed by the U.K. and was used for the purpose of air defense against German air strikes.\u00a0

    Human experiments by Japan\u2019s military<\/span>
    \n<\/u><\/span>-Unit 731: This is a unit in the Japanese military operating in Japanese puppet state of Manchukuo in China, in charge of epidemic prevention and water purification. However, They were also engaged in production of biological weapons, carrying out numerous un-ethical human experiments.

    Commentary:
    \n<\/span>\u00a0During the World War 2, illegal human experiments using prisoners and their own citizens were carried out in various countries. Such unethical conducts funded by governments continued after the war.\u00a0
    \n<\/span>The goals of human experiments are:
    \n<\/span>1. development of treatments and cures
    \n2\u00a0 other medical and scientific research.
    \n3. weapon research
    \n<\/span>\u00a0 \u00a0 Experiments for weapon development were not limited in laboratories, and field experiments for actual use of the weapons were required to collect data. This includes the drop of atomic bombs.\u00a0
    \n<\/span>(2)The priority is put on development in science and technology and national security rather than on people\u2019s lives and ethics. There were no human rights, and even the exposure of unethical human experiments, chances were the scientists who conducted the experiments were not prosecuted under the criminal law.
    \n<\/span>(3)Though unethical human experiments carried out by scientists in losing countries such as Germany and Japan were supposed to be judged in a military trial, researchers who submitted their data to the U.S. military were exempted from the prosecutions or even gained a new position to continue their research. The U.S. conducted their research not only inside the country but also allied countries and developing countries.

    Project MKUltra(1953-1973)

It contained more than 150 subprojects carried out in various facilities including hospitals, research institutes and prisons. Chemical substances such as LSD, sensory deprivation, hypnosis and other methods without chemical substance(sound, flashing light etc.)were used in pursuit of effective mind control methods.\u00a0 By the 1970s when the project was exposed in a senate committee, the related documents were intentionally destroyed<\/span> ,and only very limited documents which survived didn\u2019t show clear evidence of mind control research by electromagnetic waves, but various interesting traces which related to today\u2019s electronic harassment phenomenon can be seen in the projects .\u00a0\u00a0<\/span><\/p>\n

    Human radiation experiments<\/strong><\/span>
    \n<\/span>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 It turned out that numbers of human radiation experiments were carried out between from 1940s to 1970s by the U.S. federal government agencies. The investigation was first started in 1993 by an article on Albuquerque Tribune which featured plutonium injection to 18 citizens from 1945 to 1947 without their consent. Later, other media followed similar cases and finally President Clinton had to form Advisory committee on Human Radiation Experiments.     <\/span>Concealing non-thermal bioeffects of electromagnetic wave
    \n<\/span><\/strong><\/span>\u00a0 \u00a0 \u00a0 A U.S. orthopedist Robert O. is a researcher of bioeffects of electromagnetic wave and wrote a few great books. In reference to this cover up of non-thermal bioeffects, he wrote in his book \u201cCross Curren<\/em>t\u201d:
